Hello for windsurfing I would recommend south-west of Sardinia. Great spots are Chia and Porto Botte. Chia are is also fantastic for hiking. Also Costa Smeralda and arcipelago di la Maddalena have some good spots. On my website I have a short guide to best kitesurfing beaches but frankly it's almost the same for windsurfing. You can look it up at www.nowsardinia.com/kitesurfing. Just click on the map and it will schow you spots with difficulty level.

I have always use the Cadogan Guides when it comes to travel. Cadogan Sardinia is full of historical information and a great travel companion.

I can recommend this book. It is more geared towards the traveler. Covers a lot of Sardinia's history. From prehistoric beginnings to to its popularity as a common tourist destination.
Any other suggestions?

This book by Gloria Pungetti is my recommendation. It is a bit older and may not be in print anymore. perhaps you can find a used one on Ebay.
